Legality, not solidarity

A few asylum-seekers, migrants are in a dramatic state of need, now, because so many international agencies, European authorities, states bureaucracies, have profused rhetoric, threats, emergency measures, instead of sticking to a minimal human touch, and legal framework.
But many more of those who are knocking at European doors, do not ask for any solidarity!
They ask, instead, for clear, fair, legals ways to come in Europe, demand for refugee status, connect with other relatives and fellow-nationals, or apply for a job.
They are many poor people, but there is not such a thing as an invasion!
The situation would be much more reasonable, and sustainable, if thousands of European diplomats would do do their duty, under a firm political direction, on the ground, in Tunisia, Morocco, Tripoli, Benghazi, Fezzan, Egypt, South Sudan, Azawad, Mali, Ethiopia, Eritrea, Gaza, Israel, the West Bank, Lebanon, Turkey.
Why are not they - on the ground! - examining dossiers, distributing humanitarian aids, issuing visas, and giving temporary documents to asylum-seekers?
We are not paying politicians, diplomats, bureaucrats for express lip-service solidarity, but to stick to down-to-earth legality, with moral clarity.
Is it too much to ask?
